The best Rogue leveling specs are listed in the following order: Combat, Assassination, Subtlety
Rogue Leveling Spec – Combat Specialization
If you like going head to head in a stealthy and sly dance to the death, then quickly jumping right to the next victim of your fleet form of population control. Then a Rogue Combat Specialization is right up your alley. This is my first choice for leveling up your WoW MoP Rogue.
Shadow Focus – Level 15 – Tier 1
The ability to have abilities cost zero energy while stealthed is of great advantage to your rogue. This is true for every specialization type for Rogues. The only other skill I would pick here is Nightstalker, but I think Shadow focus is better.
Combat Readiness – Level 30 – Tier 2
This is very simple. You are going to be trying to level up faster and in close combat most of the time. By greatly reducing your incoming damage it will be easier and faster for you to jump from one target to the next if you aren’t getting walloped and having to run away all the time or spending time recovering between battles.
Leeching Poison – Level 45 – Tier 3
This runs along the same lines of your tier 2 choice in Combat Readiness. Who care about being close to death, if you can prevent yourself from being close to death at all. We are Leveling we aren’t to concerned with taking huge crit damage either. The life leeching this poison skill offers is perfect for keeping us alive while we cut down the enemies.
Shadow Step – Level 60 – Tier 4
This is just a bad ass skill. Where did I go? Oh, I’m just behind you jacking your stuff up. Preparation is the only other viable option, not for leveling purposes though. Shadow Step is the skill you want for leveling your Rogue.
Prey on the Weak – Level 75 – Tier 5
Paralytic poison is too conditional to be effective and Dirty Tricks isn’t going to help your leveling cause much. Prey on the Weak is the best choice here, it helps us take down a baddy faster and that’s what we are looking for.
Anticipation – Level 90 – Tier 6
Do you like wasting potential Combo Points? Neither do I, maybe I want to save them for the next guy I go after? You are done leveling your Rogue, so you what you want. Shuriken Toss seems like a waste. Versaility could be ok, but not for me. I like the idea of stockpiling combo points until I need them.

Rogue Leveling Spec – Assassination Specialization
If you like wielding daggers and dumping copious amounts of poisoned liquids onto your daggers, sneaking up on your unsuspecting victim and dispatching him before he knows what’s going on, then the Assassination Spec is your kind of style. This style is about the art of the quick kill. Overwhelming an enemy before he can do much to stop his impending doom.
You are going to think I am just being lazy, but I assure you I’m Not. I would actually use the same Talent tree selections for the Assassination leveling spec as I would for the Combat leveling spec (see above). If you wanted to switch it up a little bit from that though, on tier 2 you could substitute in Nerve Strike for Combat Readiness. Also on tier 4 you can pass up Shadow Step for Preparation. Again this is only if you want to try something different. Otherwise I would use the same tree as my recommended Combat Leveling Spec (See above).
Rogue Leveling Spec – Subtlety Specialization
Now, there are some good reasons for leveling up with a Subtlety spec for your Rogue. Most people will tell you subtlety is for PvP, and this is true, Subtlety is great for PvP, possibly the best. However it can also be very good for leveling. Frankly, leveling with a Combat spec can be boring, effective, but boring. If you want a more entertaining and very effective then try this Subtlety Spec.
Shadow Focus – Level 15 – Tier 1
Shadow Focus is just the best skill for my money at tier 1. If you want to experiment a little, I would go with Nightstalker because it’s more practical for PvE leveling. If I was doing PvP I would go with Subterfuge. I can think of some fun ways to abuse this ability in PvP.
Deadly Throw – Level 30 – Tier 2
This build is about messing with your enemies and their ability to mess with you as well as dealing damage. Deadly Throw fits this mold nicely by reducing the enemies movement speed as well as interfering with spells being cast at you, while also dealing damage to your enemy.
Elusiveness – Level 45 – Tier 3
You are going to be using Feint regularly with this build and the 30% percent reduced damage is going to be very important in your survival.
Shadow Step – level 60 – Tier 4
For the Purposes of Leveling and PvE, you have to go with Shadow Step. Again you can mix it up here if you want, If you are having any problems with your survivability then I would switch to Preparation. Otherwise, stick with Shadowstep.
Prey on the Weak/Dirty Tricks – Level 75 – Tier 5
For Simplicity’s sake you can go with Prey on the Weak. It’s a pretty straight forward damage booster and your best option. However, If you are looking for a little more fun, Dirty Tricks is a cool little talent. Get lots of poison and bleed effects on a target and blind or gouge him and walk away to your next victim while he wastes away Or just takes a bunch of damage while stunned. This is especially evil for PvP.
Anticipation – Level 90 – Tier 6
Much Like the other 2 specialization this just is the best talent at this tier. You are at level 90, so you really don’t need level up anymore. So pick what you want.
